OLD BUSINESS

ORC Report: Given by Mr. Arnold Allred

Birch Pump Station: Mr. Allred states that since the last Town meeting, all 3 pumps have failed. Jerry Warren brought in a standby pump. There were no overflows. As of now, one pump is in, and another should be installed the following day. Mr. Allred informs the board that the cause of these pumps going out is rag problems at E.M. Holt Elementary, and that, as of today, the school has contracted with Jerry Warren to install a bar screen. This should be installed in the next few weeks.

Pond Pump Station: Everything is working well.

NC 62 Pump Station: Everything is working well.

Distribution: City of Burlington switched back over to chloramines at the beginning of the month; there were no complaints.

Plants Around Entry Sign: Mrs. Folwell states that plants have been planted, and because of the drought that we have been experiencing, Mr. Robbie Harris will be coming every other day to water them.

Update on Budget Meeting: Mrs. Folwell states that a Budget meeting was held on April 10th, during which they discussed preliminary matters. The board will meet again on May 15th, and there will be much more firm on the numbers that are discussed at that meeting.

Engineer Report:  Given by Mr. Trenton Novelli

Heritage Glen Phase 5C.2: Conversations have been held with the developer, who plans to return to the site and resume construction. Mr. Novelle is still waiting for the videos and testing. They don’t know the exact date, but they do want to move forward by getting that cleaned up and finished.

CITGO Plan Review: Mr. Novelle spoke with Mike Davis at Stonewall Construction, who stated they are working to wrap up a few minor items and hope to provide a better update next month.

Parks and Rec: Mrs. Folwell has spoken to Nolan Carter with Alamance Parks and Rec about the trail going on over by the pump station at 62. The parking lot was resurfaced with gravel instead of asphalt, and a fence was added for safety. Port-a-Johns will still be installed, but they haven’t been installed yet. Picnic tables and benches will be installed soon. The signage has been installed. They plan to complete this project by either late May or early June.

Town Hall Parking Lot Improvements: During the latest snowstorm, there was some deflection in the asphalt, which is a concern with pumping and flexing in several locations. Although it’s not an immediate problem, if it’s untreated it can get a lot worse, eat away at the subgrating underneath, and become more expensive to repair.

Radar Speed Signs: The data was pulled back to January 1st, 2026- from the traffic that goes through that is speeding, we have about 62% violators at the bridge and 49% violators at E.M. Holt based on the raw data pulled. This is a misleading number because it does not grab every car that goes through those radars. It is currently grabbing about 2,000 cars per day. DOT reports about 11,000 per day passing that point. Mr. Novelle believes that since the cars are traveling in a thin line, the radar only collects when it turns off and on. Mr. Novelle states that may need a software update.

NEW BUSINESS

Birch Street Pump Station: Bids were opened, with the lowest bid from Con-Mech Contractors Inc. at $127,100. Mr. Novelle recommends moving forward with the lowest bidder, as they were the lowest bidder by a significant margin. Mr. Novell states that if the board awards the contract today, he will send out the contract documents the following day. Alderman Crouse makes a motion to award the Birch Pump Station Contract, seconded by Alderman Tichy. Motion carries 6-0.

Annexation Request from Daybreak Trail: Mrs. Folwell states that she had a request from a lady who lives on Daybreak Trail, which is a small subdivision of about 7/8 lots, roughly 11 acres each, that are all on well and septic. After the most recent snowstorm, the homeowners responsible for maintaining their roads do not want to continue doing so. They have reached out to DOT, and DOT is not interested in taking over the road, so they reached out to the Town Hall to see what it would entail to annex a satellite annexation. They are not asking for water and sewer; they are asking us to basically make road improvements and maintain their roads. Town Attorney Paul Knoots informs the board that they would then be responsible for ensuring the road is brought up to standards, as well as for an annexation ordinance and an agreement with the City of Burlington to secure a line for future annexation in that area.

Budget Amendment Request for Triangle Payment: Mrs. Folwell states that for the 2024 road projects, Cardinal Lane was included but was repeatedly pushed back, so it was not budgeted specifically in this fiscal year’s budget. So, we have to make an adjustment to the budget to be able to check that check and pay Triangle Grading. No money lost. The money was there; we just weren’t sure when the project would be completed. So, because there was no specific line item for that project, we just needed to move the fund balance to streets and pay it from there. Alderman Cass makes a motion for the budget amendment, seconded by Alderman Hunt. Motion carries 6-0.

Budget Amendment Request for Water / Sewer Fund: Mrs. Folwell states this is not money that has been spent or moved. There is no physical movement of the money. This has to do with Black Mountain. There were three NCCMT accounts: Powell Bill, ARPA, and General Fund. When we transition to Black Mountain, NCLM’s best practice is to have a single NCCMT account. So, they put it all in one account and moved the money to distribute it properly and balance out everything. Alderman Tichy states that this is a byproduct of our software upgrade, which is very common when dealing with migrating accounting software. Alderman Andrews makes a motion to approve the amendment, seconded by Alderman Tichy. Motion carries 6-0.

Chart of Accounts Conversion Amendment Request: Mrs. Folwell states this is not a budget amendment. We went from having numerous line items and accounts in QS1. This is just stating that you are okay with us having shrunk the line items in Black Mountain. Again, another byproduct of the software conversion is the opportunity to clean up line items we no longer need. Alderman Tichy moves to approve the updates to the line items, seconded by Alderman Andrews. Motion carries 6-0.

PUBLIC COMMENT:

Phil Cheap, 4312 S NC 62, is curious how much the plants around the sign cost. Mrs. Folwell states that as of today, his estimate was $1,325. With labor and maintenance included, his bill should be between $2,000 and $2,500. Mr. Cheap asks about the NC DOT grant for the project study. Mr. Novelle states the grant was submitted, but he is unaware of any progress. Mr. Cheap also asks about the sealed bids for the old Utility Building. Mrs. Folwell states there were two bids: one for $1,500 and one for $1,900. County Line Wastewater and Brilliant Equipment were the two bids received.

OTHER BUSINESS:

Mayor Tichy reads an email into the record regarding an issue with reimbursement for the cellular dialers used for our emergency calls at the pump stations. It was messed up two and a half years ago with Mr. Farmarie: ‘Hello, Thank you for your submission as to the documents we spoke about on the phone, Misty. These documents are perfect. It shows the shift in funds, as well as the financial interfaces during the transition and changeover. You did your village proud, and I enjoyed filling out the report with no findings.’

Alderman Andrews asks what came out of the roof inspection. The first estimate was $13,000, and the second was $12,995. So, we’re going to put together a bid spec document and put it out to bid so everyone is bidding on the same job.

Alderman Crouse makes a motion to adjourn, seconded by Alderman Tichy. Motion carries 6-0.
