THE FOUR HUNDRED AND NINETY-FOURTH SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
April 29, 2019 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Crouse, Alderman Baldwin, and Clerk York.
Absent: Alderman Isley, Alderman Andrews, Alderman Tichy
Mr. Reich gave the invocation.
No motion could be made to approve the February 25, 2019 and March 25, 2019 minutes due to not having a quorum.
OLD BUSINESS
Village Website
Clerk York stated that there is some additional training to do for the billing section of the new site. He stated that it should be ready to launch by June.
ENGINEER REPORT
Mr. Reich stated he had not gotten a response from DOT about paving on NC 62. Clerk York stated he had emailed John Howell and DOT had filled a large pothole on NC 62.
Mrs. Fords easement is still needed before the sidewalk project can move forward.
Mr. Reich stated that there are some trees laying down across Great Alamance Creek which is causing some erosion issues on the south side of the stream. It is getting close to one of the sanitary sewer lines between two manholes behind the Lutheran Church. Mr. Reich has contacted Jerry Warren to price the repairs. Jerry said it would be easier to work from both sides. He is putting together a price to repair and stabilize the banks. Mr. Reich has reached out to the City of Burlington to see if the Village can also work on the north side of the bank, as it is part of their outfall. He will send Clerk York the information when its available.
Mr. Reich stated he met with a potential developer for the land on HWY 62, across from Heritage Glen, and they seem to only want water service for the area and not sewer. There is no formal proposal from them at this time.
Montessori School
There are no new updates for the school.
ORC Report
Mr. Allred stated that Birch station was working well. Pond station had a mixer that needed to be reset, and the fence has been repaired. The NC 62 station is running well. Jerry Warren did some jetting of lines, about 7200 feet. Most of the cleaning was done on Freedom Dr. and some on NC 62. The hydrant on Freedom Dr was flushed extensively.
Clerk York stated that a catch basin on Alamance Baptist Loop needs repair and a storm line that runs under the road has a concrete joint out of place. There are two options for repair. One is to go under the road and just replace the section or the whole line can be replaced. The cost to replace the section is about $3200 and to replace the whole line is about $7500. Mr. Allred suggested replacing the whole line to avoid future repairs.
NEW BUSINESS
Water Tower Update
Clerk York stated he had not been able to find any grants for the beautification of the water tower. He has had someone look at it, Scottie Wilkens of Utility Services. Mr. Wilkens took samples to test for lead which have not come back yet. Mr. Wilkens should have a firm estimate on painting the tower after the lead test comes back. Clerk York stated that it will possibly be more than $100,000 to repaint the tower. It will also need to be tested for structural integrity. Alderman Crouse recommended contacting D.H. Griffin if it is decided to take the water tower down.
Finance Report/Budget Amendment
Clerk York stated that the finance report for the Village is good. The water and sewer are now paid to Burlington every two months, instead of monthly.
Set Date for Budget Meeting
A Budget meeting has been proposed for May 15th at 7am.
OTHER BUSINESS
Clerk York stated that the meeting in May would be held on the 20th to avoid the Memorial Day holiday.
