ONGOING BUSINESS

Engineer Report

Baptist Loop Right-of-Way update: The irons have been set, and deeds have been recorded for RBL LLC and Mr. and Mrs. Phillippe. Contract documents have been executed and distributed for the street repairs for FY 24-25.

For the Cardinal Lane Drainage Issue, a contractor has provided AWCK with a Change Order Proposal for $190,119.50 to complete the work. Mr. Reich is meeting with the contractor on Thursday to review material costs and will provide additional

information at the next Board Meeting. He will try to negotiate the contract down at the Boards request.

AWCK has met with NCDOT on-site to confirm the locations of all the ETJ signs. Materials have been or will be delivered this week for Rusty to install signs the week of August 26th.

Mr. Reich has reviewed and approved the submittals, but no work has been done for the Heritage Glen Phase 5C.2. He will inspect the site this week and advise the owner that erosion control maintenance is needed on the project.

Mr. Farmerie has prepared a package to send to several area contractors to provide a design-build for the proposed utility building. A Request for Proposals has been distributed. A pre-construction conference for the paving work is scheduled for Tuesday, September 3, at 10:00 a.m.

ORC Report

Mr. Allred reported that all the pump stations were running well and the bac-T and THM testing were good. The Birch station pumps were cleaned out at the end of July and are running well. Mr. Allred said that he and Mr. Farmerie had talked about residential leaks being very common, and he uses dye packets in Franklinville to help residents detect leaks in toilets. Alderman Cheap made a motion that the Village should purchase up to 500 dye packets to give out as needed for leak detection, seconded by Mayor Pro Tem Isley. Motion carries 6-0

Appointment of Public Recreation Committee Members

4228 S NC 62 Civil Penalties Request – High Grass Violation

Mr. Morton explained that he had remedied the overgrown backyard at this time. He stated he was in his busy season, making it difficult for him to complete things more timely. Mr. Morton said part of the area is marshy and difficult to mow. Eric Clem of State Code Enforcement agreed with Mr. Morton about the swampy area in the backyard and said Mr. Moton intends to spray it to kill the overgrowth. The board asked Mr. Clem if $1700 was the final amount for the citation. Mr. Clem said it was for the grass, but there are two other pending violations, one for a junk car and the other for a fence that was installed without a permit. The total for those is $3800.  Mr. Farmerie said he thinks the fence violation will be resolved by tomorrow, and a simple cover to the car would resolve the other citation and stop fines. After some discussion, Alderman Cheap motioned to allow a payment plan of $100 per month for 12 months for the grass fine. If all payments are made on time and there are no repeat violations, the rest of the fine can be waived, seconded by Alderman Tichy. Motion carries 6-0.

They will review the other violations next month to ensure they have been fully resolved.
