THE FOUR HUNDRED AND EIGHTY SIXTH SESSION OF THE BOARD OF ALDERMAN

VILLAGE OF ALAMANCE
August 27, 2018 – 7:00 PM

Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Andrews Alderman Tichy, Alderman Isley, Alderman Baldwin, and Clerk York.

Absent: Alderman Crouse

Mark Reich gave the invocation.

Alderman Tichy made a motion to approve the July 23, 2018 minutes, seconded by Mayor Pro Tem Sharpe. Motion carries 5-0

OLD BUSINESS

Village Website RFP

Clerk York stated the website progress is going well. Web Real Simple would like to fly a drone over the Village to capture several pictures for the website. The board can decide what photos they would like to use to represent The Village.

Engineer Report

Mr. Reich stated that a sub- contractor had poured some of the curb and gutter on Rob Shepard Dr and failed to put in expansion joints. He also did not know what type of concrete was used. The sub-contractor did not contact Mr. Reich to coordinate the plans for the project. The matter will be investigated further.

The sidewalk project is missing some easements and there are some retaining wall matters that need to be addressed before work begins. Mr. Reich stated that the plans for the Montessori school have been approved. The permits, except for water, have all been applied for. There are several places in Heritage Glen where the curb and gutter needs to be repaired. It may be this fall before its completed. Mr. Reich stated he has spoken with DOT about a sign showing the speed of passing cars being placed in the Village. It will be important to have enforcement to go along with the sign, otherwise it will be useless.

ORC Report
Mr. Allred reported that the Birch station was working well. The Pond station was having some trouble with the mixer. Mr. Allred has contacted Tim Eaton and they plan to pull the mixer out to inspect it. The 62 pump station is also having trouble with the mixer and it will be pulled out and inspected also. Mr. Allred stated that both mixers were out of warranty. The distribution had the back flow units inspected and tested for the year.

NEW BUSINESS

Local Water Supply Plan Resolution

Clerk York stated that the plan had been updated for the year. The information is available for anyone interested. There were no major changes. The Board is asked to review and adopt this resolution. Mayor Pro Tem Sharpe made a motion to adopt the local water supply plan resolution, seconded by Alderman Andrews. Motion passed 5-0

Montessori School

Clerk York stated that the Montessori school has what they need from the County but still need to acquire the Building permit from the Village. The invoice has been given to them and the fees need to be paid to receive the permit.

Finance Report/Budget Amendment

Clerk York stated there were no changes or amendments for this month.

OTHER BUSINESS

Keith Miller has applied for a home occupation permit. A public hearing will need to be set because it is a special use permit. The Board of Adjustment will consider the permit. The public hearing will be advertised, letters will be sent to Mr. Millers neighbors and a sign will be posted on his property. The Board will need to set a public hearing date. A motion was made by Alderman Tichy to set a public hearing date for September 24, 2018 seconded by Mayor Pro Tem Sharpe. Motion carries 5-0

Public Comment

Peggy May stated that Birch Dr. has overhanging tree limbs that needed to be cut back. She also noted that the roads the DOT had repaired were terrible. A request was made to have a center line painted through Heritage Glen because people were parking on the sides of the street causing issues. Mr. Reich stated that the state usually does not put lines in subdivisions. Alderman Tichy stated there are no rules against parking on the side of the streets in Heritage Glen. Clerk York stated it would be extremely difficult to enforce any kind of driving or parking restrictions.

Motion made to adjourn made by Alderman Andrews, seconded by Alderman Tichy. Motion passed 5-0
