THE FIVE HUNDRED AND SECOND SESSION OF THE BOARD OF ALDERMAN

VILLAGE OF ALAMANCE

 

December 16, 2019 – 7:00 PM

 

Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Tichy, Alderman Andrews, Alderman Isley, Alderman Baldwin, Alderman Crouse and Clerk York.

 

Mark Reich gave the invocation.

 

Alderman Tichy made a motion to accept the November 25, 2019 minutes, seconded by Alderman Baldwin. Motion carries 6-0

Clerk York swore in Mayor Donald Tichy, Alderman Daniel Tichy, Alderman Barry Crouse and Alderman Timothy Isley.

 

OLD BUSINESS

Engineer Report

Mr. Reich stated all the concrete was put down and a walk through was scheduled for the next morning. The project came in slightly under budget at $29,181. Mayor Pro Tem Sharpe asked if concrete could be put down where the grass strips are currently located. Mr. Reich stated it could possibly be done, but some adjustments may be needed to make it ADA compliant. Mr. Reich will check on getting the work done and report back at the next meeting.

 

Mr. Reich stated that bids were taken today for the paving of Heritage Lane. There were five bidders, APAC, a division of Thompson Arthur submitted the low bid of $123,550 the 2nd lowest bid was Wahl Asphalt $126,351.75 proceeded by Sharpe Brothers at $134,816, Dustin Paving at $163,225 and Triangle Grading and Paving at $230,550.

 

All the bids complied with the bidding requirements and there is a provision in the contract to extend it 100% to do more roads, if needed. Mr. Reich recommends the contract be awarded to APAC in the amount of $123,550.

 

Alderman Baldwin asked what was going to be milled down in the asphalt. Mr. Reich stated that 2 ¼ inches was called for, based off the plans. He also stated that an addendum was added to the bid in case it was over or under the 2 ¼ inches. The work should begin in the coming spring, anytime after March 15th with a completion date of June 1st.  Motion made by Alderman Crouse to award the contract to APAC for the paving of Heritage lane, seconded by Alderman Isley. Motion carries 6-0

NEW BUSINESS

Christmas Tree Lighting

 

A motion was made by Alderman Tichy to approve the $200 towards refreshment reimbursement for the Christmas tree lighting, seconded by Alderman Baldwin. Motion carries 6-0

 

Approval of Board Meeting Dates for 2020

A motion was made by Mayor Pro Tem Sharpe to approve the 2020 Board meeting dates, seconded by Alderman Andrews. Motion carries 6-0

 

Finance Report/Budget Amendment

Clerk York stated there were no amendments. There is approximately 2.9 million in cash with very little change to the budget.

 

OTHER BUSINESS

Mayor Tichy thanked Clerk York and Mrs. Folwell for their work and gave each a Christmas card. Clerk York stated he would be on vacation the week of Christmas, but Mrs. Folwell would cover the office during that time.

 

PUBLIC COMMENT

 

Sherry Ford stated that as a property owner she was against putting concrete strips over the grass areas along the sidewalks. She stated the new and old would not look good together. Mrs. Ford stated that a minimal section of grass should be left in the historic district.

Mayor Tichy stated the issue would be tabled for the next board meeting.

 

An audience member asked if there were any updates on the road condition of Hwy 62. Mr. Reich stated he had spoken with a DOT rep during the pre-construction meeting on the sidewalk project. He showed pictures of the road to them and was told there may not be enough funds to work on the road since it was recently repaired. Currently there is no additional information from DOT. Motion made to adjourn made by Alderman Crouse, seconded by Mayor Pro Tem Sharpe. Motion passed 6-0
