THE FIVE HUNDRED AND THIRITY THIRD SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
December 19, 2022 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Isley, Alderman Andrews, Alderman Hunt, Alderman Crouse, Alderman Cheap, Alderman Tichy, and Clerk York.
Absent:
Invocation and Call to Order given by Mark Reich
A motion was made to approve the November 28, 2022, meeting minutes noting the attendance of Alderman Hunt, by Alderman Crouse, seconded by Alderman Cheap. Motion carries 6-0
Swear in Town Clerk
Mayor Tichy swore in Ben York as town clerk.
Public Comment
OLD BUSINESS
Engineer Report
The maps and easements for the Cardinal Lane outfall are nearly complete. The final bid documents are being finished to submit to division of water infrastructure. No updates on the sidewalk project. The speed signs will be placed in February when the DOT approved poles come in. Mr. Reich stated he had received an email from Duke Energy regarding the power pole over the sewer line and they would like to discuss possible solutions. He will update the board after he has a meeting with them.
ARP Projects
Clerk York stated he wanted to use some of the ARP money to cover what the Village has spent on water and sewer repairs totaling about $60,000 to date. The money to cover these expenses came out of the water and sewer fund and it would be beneficial to put that money back into the account.
Plaid Day
Mr. Cheap stated he is waiting on a mockup for the tee shirts for plaid day. The proceeds from The History of Alamance DVDs that are being made to sell will go back into the general fund.
ORC Report
Pond station and NC 62 station are working well. The lead and copper reports are back, and the samples looked good. The reports have been mailed out.
NEW BUSINESS
Town Clerk/Asst to Town Admin
Clerk York stated the ad was placed December 1st on the village website and the League of Municipalities website. To date he has received four applications. He has reached out to App state, UNCG and UNC and 3 of the applicants have come from there.
Commercial Minimum Code
No updates. A motion was made to set a public hearing by Alderman Cheap, seconded by Alderman Tichy for January 23, 2023. Motion carries 6-0
Finance Report/Budget Amendment
Clerk York stated the general fund amendment was going to add funds to the administration and legal advertisement line items from the capital expenditure line. He will also be appropriating $25,000 to the $12,000 engineering services line item from the fund balance to make a total of $37,000. This is for the Cardinal Lane project engineering expense, which part of the ARP money will be used to reimburse the Village for.
A motion was made by Alderman Tichy, seconded by Alderman Crouse to approve the budget amendment as presented. Motion carries 6-0
OTHER BUSINESS
The presentation for Naydine Sharpe will be in January. Mayor Tichy thanked Clerk York and Mrs. Folwell for their work this year. Mrs. Folwell will be leaving at the end of the month.
Alderman Cheap said Elizabeth Powell would be putting out about 600 luminaries Friday and would appreciate any volunteer help.
Alderman Cheap asked if the issue with the roots in the sewer line had been resolved. Clerk York stated that Jerry Warren took a video and talked with the homeowner. He said the video clearly shows that it is on the homeowner’s side and the problem was a weak joint. The homeowner stated he thinks he can repair it himself. The town will have the repair inspected because it will attach to the clean out.
Motion to adjourn by Alderman Cheap, seconded by Alderman Andrews. Motion carries 6-0
