THE FIVE HUNDRED AND THIRTEENTH SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
January 25, 2021 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Andrews, Alderman Baldwin, Alderman Tichy, Alderman Isley, and Clerk York.
Absent: Alderman Crouse
Invocation and Call to Order given by Mr. Reich
Motion to accept the December 21, 2020 meeting minutes made by Alderman Tichy, seconded by Alderman Isley. Motion carries 5-0
OLD BUSINESS
Engineer Report
Mr. Reich stated he spoke to an engineer of the proposed South 62 development to make them aware that the State would be regulating their storm water plan.
Mr. Reich asked Clerk York if a permit had been submitted for phase 5-C in Heritage Glen. Clerk York stated it had not.
Alderman Baldwin asked Mr. Reich if he had any information on the drainage issue in Heritage Glen. Mr. Reich stated he had not looked at it but will this week.
ORC Report
Mr. Allred stated all the lift stations were working well. The creek crossing and manhole inspections were done in December. There were a few areas where sewer lines needed cleaning and Mr. Warren has already done that. There were valve exercises done in December, and some that will be done in January.
NEW BUSINESS
Adopt Eno-Haw Hazard Mitigation Plan
Clerk York stated this plan comes up approximately every ten years for re-adoption. It is approved by the State and FEMA. If the board should choose not to adopt this plan the Village would need to come up with a plan of their own. The Village has adopted the plan in the past.
A motion was made by Mayor Pro Tem Sharpe to re-adopt the plan, seconded by Alderman Isley. Motion carries 5-0
Finance Report/Budget Amendment
Clerk York stated there was one budget amendment. The Building maintenance fund needed $10,000 added back to it from the expenses in 2020 for the parking lot work and recording equipment upgrades.
Clerk York stated the Capitol Management Trust was earning almost nothing. He will transfer some money from the Capitol Management trust into Wells Fargo to ensure there are no fees incurred.
Clerk York stated he was making a change under the gifts line item for an additional $300.00 making it a total of $500 for the line item.
The Capitol Expenditures, under amendment, will now have a new amount of $87,635.00
There is no money being spent, only moved to different line items.
Motion made to accept the budget amendments as presented by Alderman Tichy, seconded by Mayor Pro Tem Sharpe. Motion Carries 5-0
OTHER BUSINESS
Mayor Tichy asked Clerk York if the tax payments were still coming in. Clerk York stated they were, as normal.
The water customers who were on payment plans had mostly caught up. There are only two customers who have been shut off.
Mayor Tichy stated Clerk York had the lights in the parking lot fixed. Mayor Tichy fixed the light in the sign for the Village over the weekend.
Mayor Tichy stated he would like a new lock installed in the front door.
Mr. Reich stated no new applications had been submitted for Heritage Glen.
Mayor Tichy stated no new developments had occurred with the Emerson property. Diamond back has not submitted any new plans or requests.
Attorney Koonts stated that he and Clerk York and Mr. Reich had done a couple of zoom meetings with Ginger Booker regarding the zoning updates. They hope to have a revised draft in February for the Board to look at. The goal is to have the revisions completed by July 1st.
Alderman Isley asked about the new equipment in the Board room. Clerk York stated they had new cameras to help the Board be able to hold virtual meetings. There is still more equipment to be added to make this possibility easier for the Board.
Mayor Pro Tem Sharpe asked about the repairs on Hwy 62.
Mayor Tichy stated the repair work on Hwy 62, through the historic district, is scheduled to be corrected and completely repaired this year. It was not correctly patched and Clerk York has sent pictures to DOT showing the disrepair.
