ONGOING BUSINESS

Engineer Report

Mr. Reich asked about the purchase of property on Alamance Baptist Loop Rd, Mr. Farmerie said that Mr. Phillipe had already signed the papers, and he was waiting for RBL LLC to sign his.

  1. Street Resurfacing Contract

Mr. Reich said the bids were open on Tuesday, July 18th. Triangle grading and paving was the lowest bid at $160,010.00 with Waugh asphalt at $199,960.58 and Sharpe Bros. at $219,641.13 This was through the informal bid process. Mr. Reich recommends going with Triangle grading and paving. The bids came in higher than the estimated cost of $130,000.00 and the board has the discretion to increase or decrease the contract. Mr. Reich suggested holding off paving Kendel Ct if the board would like to decrease the contract amount. It was agreed to go ahead with the paving of all roads specified in the contract. A motion was made by Alderman Hunt to award the contract to Triangle Grading and Paving in Burlington NC, seconded by Mayor Pro Tem Isley. Motion carries 6-0

Mr. Reich said that the stormwater work to be done on Cardinal Ln could be done by Triangle Grading and Paving. They will put together a proposal and it could be added to the paving contract.

  1. Utility Storage Building Variables Defined

Mr. Reich reviewed the four proposed options for placement of a utility building with the Board, noting the 100 and 500-year floodplain lines in association with where the building could be placed. The options of solar panels was discussed or connecting to the current power source and also maintaining ingress and egress points.

Mayor Pro Tem Isley asked what would become of the old building. Mr. Farmerie said that was completely up to the board whether to keep it or remove it. The board would like a sloped roof and to connect to the current power source. They would not like the building to be insulated but prefer heat tap around water lines.

The Board agreed that the 4th design was the best and agreed to the design and build process.

ORC Report

Mr. Allred said that the NC 62 station had some trouble with the pump. The distribution was good, THM testing was good. The paving work on Cabin Rd was complete and the leak repair at 4207 NC 62 was complete.

New Business

Historical Presentation Cabinet

Mr. Cass said that he had not heard back from Alamance Glass about glass doors for the cabinet. The specs for the cabinet are 44”x 60”x 12” and he will stain it to match the cabinet beneath, as close as possible. The cost for the cabinet will be $950 and includes installation. Mr. Cass will give an update on the glass when he gets a price.

Authorization of Public Recreation Advisory Board

The purpose of this board is to recommend strategic priorities for a public recreation study, develop a community survey, and share that information with the Board of Alderman. They should also help to develop a site plan and work to coordinate grant funding, review, and provide feedback on funding. This board is proposed to be made up of 7 members and will serve without compensation. A Chairperson will be appointed and will have voting rights. Mr. Farmerie said that it is proposed that ETJ members are eligible to sit on this board as well as one or two Alderman.

Alderman Cheap expressed concern about the resolution and how binding the language is. Mr. Farmerie said that it is the Village’s resolution, and it can be altered if ever needed. Mr. Cheap asked about the $50,000 budgeted for the park study. Mayor Tichy said that the first expense would be creating a public survey. Mr. Farmerie stated there is a difference between budgeting and spending and the $50,000 is budgeted for this portion of the project but it may not all be spent.
