VILLAGE OF ALAMANCE
July 22, 2019 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Crouse, Alderman Tichy, Alderman Isley, Alderman Baldwin, and Clerk York.
Absent: Alderman Andrews
Alderman Crouse gave the invocation.
A motion was made to approve the June 24, 2019 minutes by Mayor Pro Tem Sharpe, seconded by Alderman Isley. Motion carries 5-0
OLD BUSINESS
Village Website
Clerk York stated there were no new updates.
ENGINEER REPORT
Mr. Reich was absent from the meeting.
Montessori School
Clerk York stated that the refund to the school should be sent out this week.
ORC Report
Mr. Allred stated that Birch and Pond stations were working well. The manhole inspections showed some clogging along Liberty Dr. and they were jetted to improve flow. Alderman Crouse asked if the rags clogging the system were coming from Heritage Glen. Mr. Allred stated that he could not tell where they were generating from exactly.
Mayor Tichy asked if something could be placed in the newsletter specifically addressing the issue of flushable wipes. Clerk York agreed to do so. Mr. Allred stated that he believed most of the clogging was due to flushable wipes. He stated that even if a package claims the wipes are flushable, they are not. They do not disintegrate in the sewer system. They are often a source of clogs and sewer problems. Clerk York stated that he could also post a notice on the Village facebook page and the website, when its ready, about not flushing wipes .Alderman Tichy suggested sharing a link on the facebook announcement and the forth coming website to a news article about flushable wipes and the problems they cause. Informing the residents of the problems the rags are causing will hopefully help reduce the clogging issues.
Mr. Allred stated the culvert at the end of Cedar Dr was washed out. The pipe has been replaced by C & J utilities. There are two areas on NC 62 that had trees fallen and the sewer lines were being compromised. The trees have been cleaned out and large shock rock is being placed in the culverts to maintain the sewer lines. The job is estimated to be about $50,000.
The distribution system is good. Freedom and Liberty Dr have both been flushed.
NEW BUSINESS
Finance Report/Budget Amendment
Clerk York stated that the total cash on hand is $2.68 million. The water and sewer fund balance is $316,000. The culvert project will need to be funded from this account. It is considered maintenance and cannot be capitalized. The loss should be recuperated within a year and a half.
The heavy rains from last April to September cut down on much of the irrigation which decreased the revenue received from the water fund. The hot summer should help to build the surplus back. There are no budget amendments.
OTHER BUSINESS
Alderman Crouse asked if Mr. Reich had heard from Chuck Edwards with DOT about road conditions on HWY 62. Clerk York stated that an email had been sent but there has not been a response yet.
Alderman Isley asked if there were going to be regular yard sales in the Senecal lot on weekends. Clerk York stated he was not aware of more than one being held there but he would check on it.
Mayor Tichy stated that Alderman Crouse had not been able to file for re-election of his seat on the board in time. A write in must be done for Alderman Crouse on the ballot.
Alderman Tichy asked if the clean up of Mr. Haney’s property was making progress. Mayor Tichy stated that he is gradually improving the property.
