THE FOUR HUNDRED AND EIGHTY FIFTH SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
July 23, 2018 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Tichy, Alderman Isley, Alderman Baldwin, and Clerk York.
Absent: Alderman Crouse, Alderman Andrews
Mayor Pro Tem Sharpe gave the invocation.
Mayor Pro Tem Sharpe made a motion to approve the June 25, 2018 minutes, seconded by Alderman Baldwin. Motion carries 4-0
OLD BUSINESS
Village Website RFP
Clerk York stated that he uploaded files to Web Real Simple and that they have started creating a site map for the Village. Alderman Tichy has looked at the pages they have created and will offer some feedback to the company.
Engineer Report
Tabled due to Mr. Reich’s absence
ORC Report
Clerk York read Mr. Allred’s report, due to his absence. Clerk York stated in June there was a water leak in one of the lines requiring the saddle to be replaced, along with 3 other saddles. Alderman Tichy stated he would like to have an inventory created of the type of saddles used in case future reference was needed.
NEW BUSINESS
Montessori School
Clerk York stated that Mr. Reich has approved the water and sewer plans, subject to a final approval through the State. Clerk York asked the Board whether anyone who had submitted an application before July that had not yet been approved, would pay the new development fee or the old development fee. The school had their application in before the increase went into effect and had planned accordingly. It would be the discretion of the Board to charge the higher fee of $8400 or grandfather them under the old fee of $1000. Clerk York stated that Mebane and Graham are allowing the old fees to be charged for those who submitted plans before the increase. Burlington chose to charge the old or new fees based on when plans were approved. The Board discussed the issue and determined that any application submitted before July 1st would be subject to the old fee. Attorney Knoots said that the Board should put that in the form of a motion stating any project plans submitted before July 1st be grandfathered in under the old fees. Alderman Isley moved to grandfather in any project plans submitted prior to July 1st 2018 under the old fee schedule, seconded by Mayor Pro Tem Sharpe. Motion passed 4-0
Finance Report/Budget Amendment
Clerk York stated there were no budget amendments as it is the start of a new fiscal year.
OTHER BUSINESS
Public Comment
An audience member thanked the Board for the clean up the low hanging branches on Alamance Baptist loop. There was a question about yard waste pick up. Clerk York stated it would now be on Mondays. There was one extra pick up day for August, but that would be the only time. Yard waste pick up will be twice a month, every other Monday.
Motion made to adjourn made by Alderman Baldwin, seconded by Alderman Isley. Motion passed 4-0
