Award Contracts for Birch Ln Force Main Repairs:

Mr. Novelle states they received a bid from Con-Mech at $341,859. There were two alternatives for this project: one was to do a directional drill for the entire project, and the other was to do a jack-and-mortar across NC 62. Mr. Novelle recommends rejecting both alternates and awarding the base bid to Con-Mech Contractors. Mayor Tichy asks if there are any questions. Alderman Hunt moves to award the Force Main job to Con-Mech, seconded by Alderman Crouse. Motion carries 5-0.

Budget Amendment for the Finance Dept and Water Sewer Dept:

Mrs. Folwell presents to the board that the first budget amendment is for Finance in Professional Services. This year, Cobb Ezekiel sent two invoices, one for this FY and one for last FY, which we did not receive until December of 2025, so it had to be paid out of this FY. Mrs. Folwell states that the amended amount for Finance will increase by $24,817, bringing the amended budget to $77,817. The Second Amendment is for Capital Outlay. This FY, the Utility Building was budgeted in the Capital Outlay in the General Fund. After speaking with Ashley Hackett and Anna Ethridge, Mrs. Folwell states that the Utility Building is a water/sewer asset and will need to be paid from the water/sewer fund. The amendment will increase Capital Outlay for water/sewer by $50,800 and increase Contractual Services by $12,000; this is the line item we pay the City of Burlington from. Increasing maintenance and repairs by $5,000. There is currently about $600 left, and if anything happens at Birch Pump Station, this is where the money will come from. If any of these funds have money left over, it will be returned to the fund balance. Mrs. Folwell states that we must have a balanced budget, so we must increase water and sewer revenue by the amount we had to increase those line items, to ensure the revenue and expenditures balance at the end of the year. For a total amount of $67,800. Motion made by Alderman Tichy makes a motion to approve the budget amendments, seconded by Alderman Andrews. Motion carries 5-0.

Alderman Crouse makes a motion to adjourn, seconded by Alderman Tichy. Motion carries 5-0.
