The Pond has been filled in. Mr. Novelli has reached out to DEQ As of this report, no utilities have been certified. Water Quality: Mr. Novelli reports that the water quality issue remains ongoing. Mr. Novelli states that revisions to the stormwater ordinance will be discussed in this meeting for future projects. Engineering Specifications: Mr. Novelli states that they are currently reviewing their specifications to identify improvements for future development; the revised specifications will be presented to the board for approval and a vote. However, recent legislative changes have adjusted some requirements, which are currently being evaluated.

-Alderman Cheap asks Mr. Novelli to update him on ‘the bill for the Cardinal Lane project’, and Mr. Novelli informs Alderman Cheap that ‘he is not the billing manager, he doesn’t handle the billing’. Alderman Cheap states that during the October meeting, it was discussed that additional time would be allocated, at roughly $8400. Mr. Novelli informed Alderman Cheap that the $8400 is not additional; it is included in the current contract, leaving them well above budget for all work completed. All expenses will be in the accrued budget we have for engineering services.

-Alderman Cheap requests a summary of the 50/50 agreement; Mr. Novelli states that the homeowner is moving and has elected not to proceed with the project. The pipe was never installed. The job was cut to $400, split 50/50, $200/$200, for driveway gravel.

NEW BUSINESS

Discussion on Ordinance updates:

Mrs. Folwell states one of the things she would like to update is regarding 11.2.3 Notice to Abate (b) The notice of violation letter; we would like to add that a ‘second letter of the violation notice, be mailed out’ as a final notice, before the civil penalties are subject to start. Give the residents and the Village a chance to work together to resolve any violations that arise. Storm Drain Policy: If the property owner determines the work is no longer necessary and requests to cancel the project after the contract has been retained, the property owner is responsible for 100% of the cost incurred for work completed up to the date of cancellation. Mayor Tichy requests a motion to approve the two ordinance changes as submitted. Alderman Hunt makes a motion, seconded by Alderman Tichy. Motion carries 5-0.

Mrs. Folwell states that the village has no specific policy in place for livestock/farm animals, and we have received complaints about the number of chickens on a property. Alderman Tichy states that we should consider establishing something.
