Public Comment
ONGOING BUSINESS
Presentation of FY 2024 Audit
Becky Loy presented the audit to the board. It will be available for the public to review on the village website. Ms. Loy reported a healthy general fund and a negative operating budget. She noted the system’s depreciation as part of the negative operating budget. She recommended that the finance officer be bonded higher to comply with regulations.
Engineer Report
Mr. Reich stated that the street repair is nearly complete. A pipe delay is keeping the work on Cardinal Lane from starting. The work on phase 5.2 in Heritage Glen has been paused due to encountering rock. The design work for the new utility building is underway. Hazen and Sawyer installed eight pressure loggers at strategic locations. They also performed a flow test at the intersection of Kimesville Rd and NC 62. A report should be provided to Mr. Reich soon.
ORC Report
Mr. Allred reported he had done a lot of flushing throughout the system. He said two air-release valves need to be replaced, and he should have pricing on those at the next meeting. Men will begin work throughout Heritage Glen this week, cleaning the valves and finding blow-offs.
Public Recreation Committee Report
Mr. Farmerie updated the Board on the public recreation meetings. They have discussed the committee’s goals and mission, the types of surveys and ways to distribute them, and possible sites for public recreation. The committee expects to have a public survey and distribution strategy ready to present to the Board in December.
New Business
General Ordinance Amendment
Mr. Farmerie stated that State Code Enforcement had updated our ordinances to comply with State standards and digitized them, allowing for much easier access. There were no major changes, only small adjustments to the wording to clarify, i.e., the City or Town changed to Village and updated the statutes to the most current ones.
A unified Development Ordinance will be presented to the planning board this month and then to the Board of Alderman in December. The language and statutes have been updated, and clear and concise language regarding violations and penalties has been brought up to date.
Alderman Tichy motioned to accept the general ordinance amendment as presented, seconded by Alderman Crouse. Motion carries 6-0
OTHER BUSINESS
Alderman Crouse made a motion to adjourn, seconded by Alderman Andrews. Motion carries 6-0.
