THE FIVE HUNDRED AND THIRITYETH SESSION OF THE BOARD OF ALDERMAN

VILLAGE OF ALAMANCE

 

October 24, 2022 – 7:00 PM

 

Present: Mayor Tichy, Mayor Pro Isley, Alderman Crouse, Alderman Cheap, Alderman Tichy, and Clerk York.

 

Absent: Alderman Hunt, Alderman Andrews

 

Invocation and Call to Order given by Mark Reich

 

A motion was made to approve the September 26, 2022, meeting minutes by Alderman Tichy, seconded by Alderman Crouse. Motion carries 4-0

 

A motion was made by Alderman Tichy, seconded by Alderman Crouse to go into a public hearing. Motion carries 4-0

 

 

 

Public Hearing: Board of Adjustment: Special use permit for 4130 S NC 62 & Auto Repair Shop

 

Mr. York stated the property was previously used as an auto repair shop and the new owner plans to use it that way also.

A motion was made by Alderman Tichy, seconded by Alderman Crouse to approve the special use permit as presented. Motion carries 5-0 with James Coble voting as part of the Board of adjustment.

 

 

A motion was made to out of public hearing by Alderman Crouse, seconded by Alderman Tichy. Motion carries 4-0

 

A motion was made to go into a public hearing by Alderman Tichy, seconded by Alderman Crouse. Motion carries 4-0

 

 

 

Public Hearing: Food Trucks

 

The board opted to allow food trucks to be open from 6:30am to 8:00pm. They can only operate one at a time per property in the mixed-use district. There are fines in place if these regulations are not followed and will be fined to the property owner hosting the food trucks.

 

A motion was made by mayor pro tem Isley to accept the food truck amendment as presented, seconded by Alderman Crouse. Motion carries 4-0

 

 

 

Public Comment

 

Elizabeth Powell asked if there were any other options for trash pick up at the boarding house. There are eight cans for trash, and it gets crowded on the curb and is often not picked up. Mr. York suggested a dumpster could be an option instead of the cans. He will reach out to GFL to find out more information.

 

Jeremy Vestal asked where the code enforcement fine money went. Mr. York stated it went into the general fund.

 

OLD BUSINESS

 

 

Engineer Report

 

The drawings for the cardinal lane outfall are nearly complete and Mr. Reich will be talking with Jensen Roll and Pastor Philabaum of Alamance Lutheran Church to confirm easements. There are possibly a couple of other property owners that will need to be contacted. Mr. Reich worked up a cost estimate of $183,400 with contingencies included, but it could fluctuate due to increasing prices. The bid documents and specs are being worked on for DWI approval.

No updates on the radar speed sign poles or the sidewalk project for NC 62.

Mr. Reich stated he spoke with Duke Energy about a power pole over a sewer line. Duke is considering moving the pole and Mr. Reich thinks it may be better to wait on any repairs until the pole is moved.

 

ARP Projects

 

It is the intent of the Board that the money appropriated from the general assembly be used to fund the Cardinal Lane Outfall and the Dogwood projects.  Mr. York stated that he has considered going through a grant for the Dogwood water project. A portion of the money could be used to pay for some of the projects that have been recently completed or are being finished. There will be more information at the next meeting on these things.

 

Plaid Day

 

Alderman Cheap stated that Senator Amy Galey would give opening remarks at the plaid day celebration. The next meeting will be November 7th at 9am at Alamance Lutheran church.

 

Swimming Pools

 

Mr. York stated the County standards are what he recommends following. For above ground pools, which is the issue, it must have a retractable ladder or a gate keeping anyone out. Updating the swimming pool ordinance keeps the village in step with the county.

 

 

ORC Report

 

Mr. Allred was not present. His report stated everything was running well and testing was good.

 

NEW BUSINESS

 

Commercial Minimum Code

 

Mr. York stated that State code enforcement could write up commercial minimum codes for $600 so that the Village has enforceable guidelines to follow for commercial structurers. The board agreed that they would like to have it done.

 

 

Finance Report/Budget Amendment

 

Mr. York stated there were no budget amendments.

 

 

OTHER BUSINESS

 

Alderman Cheap stated he has trouble with deliveries to his house and is wondering if it would be worth the trouble of having the Village try to rename a portion of NC 62 to Alamance Rd.

Mayor Tichy told Mr. York to gage community interest in changing the name of the road by putting an announcement in the newsletter.

 

Mr. York stated the stone for the building is here and the engraver has it now.

 

 

A motion to go into closed session was made by Alderman Cheap, seconded by Alderman Tichy. Motion carries 4-0

 

 

A motion was made by Alderman Cheap, seconded by Alderman Crouse to out of executive session. Motion carries 4-0

 

Motion to adjourn by Alderman Cheap, seconded by Alderman Crouse. Motion carries 4-0
