THE FIVE HUNDRED AND TWENTY FIRST SESSION OF THE BOARD OF ALDERMAN

VILLAGE OF ALAMANCE

 

October 25, 2021 – 7:00 PM

 

Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Tichy, Alderman Andrews, Alderman Baldwin, and Clerk York.

 

Absent: Barry Crouse

 

Invocation and Call to Order given by Mayor Pro Tem Sharpe

 

A motion was made to approve the September 27, 2021 meeting minutes by Alderman Tichy, seconded by Alderman Andrews. Motion carries 5-0

 

 

Audit by Cobb, Ezekiel and Loy

 

Becky Loy presented the financial audit by video. The cash flow increased by $365,000 giving a total cash balance of almost 3 million dollars. The assigned fund balance for capitol projects is $721,000. The unassigned fund balance $2,195,000 increased from last year by $150,000.

The general fund balance is $393,000 with an increase in revenue of $50,000 and a decrease in expense of 142,000 which was mostly paving cost. The balance is $176,000 increase from last year. The water and sewer fund balance is $312,000 an increase from last year of $57,000.

The unrestricted water and sewer balance has increased by $54,000 this year. Revenue from water and sewer was $350,000 with a $10,000 increase this year. Expenditures this year were $433,000. There is still a slight negative in the operating cost.

 

Mrs. Loy stated they audited under the standard governmental auditing guidelines. There were no problems found but she reiterated it is important to keep checks in place such as having board members look over accounting and signing checks. These procedures keep any kind of fraud from happening and she stated none was found.

 

 

 

OLD BUSINESS

 

 

 

Engineer Report

 

Clerk York stated that street paving would begin next week around Century Ct., English Ct and Freedom around the pond area.

 

 

 

 

ORC Report

 

Mr. Allred was not able to attend but his reports were submitted.

 

 

NEW BUSINESS

 

 

 

Zoning Ordinance Committee

 

Clerk York stated they were more than halfway through the zoning revisions.

 

Finance Report/Budget Amendment

 

Clerk York stated a budget amendment was needed for the printing line item and he will reduce the capitol budget amendment by $2,000 to place in the printing.

 

Motion made by Alderman Tichy to accept the budget amendment for $2,000 to be moved from the capitol budget to the printing line item, seconded by Alderman Isley. Motion carries 5-0

 

OTHER BUSINESS

 

Clerk York stated he would like to replace some of the old Christmas decorations and is asking for a budget of $6,000 for that. A motion was made by Mayor Pro Tem Sharpe to approve the budget for replacing Christmas decorations, seconded by Alderman Andrews. Motion carries 5-0
