THE FIVE HUNDRED AND THIRTIETH SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
September 26, 2022 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Isley, Alderman Crouse, Alderman Andrews, Alderman Cheap, Alderman Tichy, and Clerk York.
Absent: Alderman Hunt
Invocation and Call to Order given by Mark Reich
A motion was made by Alderman Tichy to allow Alderman Cheap to attend the board meeting by zoom, seconded by Alderman Crouse. Motion carries 5-0
A motion was made to approve the August 22, 2022, meeting minutes by Alderman Tichy, seconded by Alderman Crouse. Motion carries 5-0
A motion was made to go into a public hearing on food trucks by Alderman Tichy, seconded by Alderman Crouse. Motion carries 5-0
Mr. York stated the planning board met on September 15th to discuss food trucks. The planning board opted to amend the zoning ordinance to make food trucks a permitted use. The zoning ordinance will need to be revised and then go back before the planning board for approval. The public hearing will be continued until the next meeting when the revisions are made. The next planning board meeting is scheduled for October 20th.
A motion was made by Alderman Tichy, seconded by Alderman Crouse to go out of a public hearing. Motion carries 5-0
Public Comment
Robin Wintringham from the united way informed the audience that they are hosting a housing forum on October 19th at Ebeneezer United Church of Christ from 8:30 to 2:30. She invited anyone who is interested to register and attend.
Lacey Steiger of 3964 NC 62 asked about the speeding signs. Mr. York stated the signs are in and they are waiting on the poles to hang them.
OLD BUSINESS
Engineer Report
Please see attached print outs for engineer report.
APR Projects
Mr. York stated the money that has been spent on Birch station, TVing the lines,and the work on the syphon totals $55,000. The money appropriated from the General Assembly state can be used for these expenses. There is an update on the dogwood project, a new property owner is interested in coming on to the water line. There is a need for a couple more property owners to come on to go ahead with the project.
Plaid Day
Alderman Cheap stated there was a meeting coming in November and a plumber has checked the bathrooms. Mr. York stated the pastor called and said the bathrooms are working.
Swimming Pools
No updates.
ORC Report
Mr. Allred stated the THM testing came back good. He is still waiting on the lead and copper testing.
NEW BUSINESS
Evans Plat
Mr. York stated the planning board has approved the revised the plat for Mr. Evans. He will now have 4 lots. Mayor Pro Tem Isley asked if there would be homes built on the lots and Mr. York stated that was the intent. The lots will be accessible by either Alamance Baptist loop or Yorkshire Dr. Lot 1 is accessible from Hwy 62, lots 2 and 3 are accessible by Alamance Baptist Loop and lot 4 could be accessible by Alamance Baptist loop or Yorkshire Dr. Mayor Pro Tem Isley asked if the 4th lot would be come a part of Heritage Glen. Mr. York stated that it would be up to the homeowner’s association to incorporate the lot into Heritage Glen. Mr. York stated the town could not prevent a property owner from an accessible road so it would be up to the property owner to decide which access they would like their driveway to be on.
A motion was made by Alderman Crouse, seconded by Alderman Andrews to approve the Plat as presented. Motion carries 5-0
Mr. Evans stated the house to be built on the 4th lot would likely be a spec house and if it is built facing Heritage Glen, he would have no problem bringing it into the subdivision and building to compliment the neighborhood.
Special Use Permit: 4130 S NC 62 Auto Repair
A motion was made by Alderman Tichy, seconded by Alderman Crouse to hold a public hearing for a special use permit for 4130 S NC 62 on October 24, 2022. Motion carries 5-0
Finance Report/Budget Amendment
Mr. York stated he would like to take $25,000 from the water/sewer fund balance and add it to the sewer maintenance line item in water and sewer fund balance, under operations, in anticipation of upcoming projects. The amendment last month was $50,000 and the amendment this month is $25,000. A motion was made by Alderman Tichy, seconded by Mayor Pro Tem Isley to add $25,000 from the water and sewer fund balance to the sewer maintenance line item. Motion carries 5-0
Mr. York stated The Peidmont Triad Reginal Council will have their annual awards presentation at the NC Zoo on October 19th. Board members and staff are invited to attend.
OTHER BUSINESS
Mayor Pro Tem Isley asked if it would be possible to get nice name tags for each member of the board to identify them at functions. Mr. York said he would get information about that.
Mr. York stated that Mr. Haney had been served a final notice to clean up the property before fines started. The notice expired last week on the 19th and he and the landlord have both been served notice of fines starting and increasing every 10 days. Mr. Pinnix has had a good interaction with the landlord, and she understands the fines go against her as the owner. Mr. Haney has begun cleanup and it will be monitored until completion.
Mayor Tichy stated that cameras have been installed in the office now and he has asked Mr. York to check on getting a remote buzzer entry for the front doors.
Alderman Andrews asked about the stone for Naydine and Mr. York stated it was still in Georgia and is uncertain when it will be in.
Motion to adjourn by Alderman Andrews, seconded by Alderman Crouse. Motion carries 5-0
