THE FIVE HUNDRED AND TWENTIETH SESSION OF THE BOARD OF ALDERMAN
VILLAGE OF ALAMANCE
September 27, 2021 – 7:00 PM
Present: Mayor Tichy, Mayor Pro Tem Sharpe, Alderman Tichy, Alderman Andrews, Alderman Baldwin, Alderman Crouse, and Clerk York.
Absent: Alderman Isley
Invocation and Call to Order given by Mark Reich
A motion was made to approve the August 23, 2021 meeting minutes by Alderman Tichy, seconded by Mayor Pro Tem Sharpe. Motion carries 6-0
A motion was made to go into a public hearing by Alderman Crouse, seconded by Alderman Tichy. Motion carries 6-0
Public Hearing: Board of Adjustment. Special Use Permit 4157/4163 S NC 62
Clerk York stated the owners of the property want to recombine the lots and eliminate the current store and gas pumps. They intend to renovate the other building into a store and add new gas pumps and underground tanks where the current store is now. Clerk York stated that the special use permit being requested is asking solely for permission to have two principal structures on one lot. This is not a request for a building permit. Mayor Tichy stated the planning board had reviewed the plans and request last week and voted to approve.
Motion to close public hearing made by Alderman Crouse, seconded by Alderman Tichy. Motion carries 6-0
A motion was made by Mayor Pro Tem Sharpe to approve the special use permit for 4157/4163 S NC 62, seconded by Alderman Andrews. Motion carries 7-0 sitting as the Board of adjustment with James Coble.
OLD BUSINESS
Engineer Report
Mr. Reich stated he had the paving contract executed as awarded and is waiting on the start date. Phase 5c in Heritage Glen has put down some curb and gutter. All the testing to this point is good and the contractor hopes to get stone in next week for testing, paving will follow.
ORC Report
Mr. Allred stated all systems were working well. The distribution testing was good, everything passed. There was a state inspection last week and it went very well with no issues.
NEW BUSINESS
Contract for State Code Enforcement INC
Clerk York stated he is proposing to the board to contract with Dennis Pinnex with State Code Enforcement Systems. Mr. Pinnex works with several other municipalities to help enforce local and state codes and ordinances.
Mr. Pinnex stated he was a retired firefighter for Greensboro and has a passion for working with people. He is glad to work with the Village to help enforce codes on an as needed basis.
Alderman Tichy asked how long it might take to work on a project such as the clean up on the Loop. Mr. Pinnex stated it could take anywhere from 3 hours to a few days to resolve a situation depending on what measures are necessary to take.
A motion was made by Alderman Tichy to approve the contract as presented, seconded by Alderman Crouse. Motion carries 6-0
Zoning Ordinance Committee
Clerk York stated the committee has meet three times and are in the process of revising the ordinances to bring them up to date. When the final draft comes up it will go before the planning board and then the board of alderman for approval.
Finance Report/Budget Amendment
Clerk York stated there is a budget amendment of $10,000 to be added to the taps and meters fund from the fund balance. There was a sewer tap installed on HWY 62 that was more complex than usual. A motion was made by Alderman Tichy to approve the budget amendment as presented, seconded by Alderman Baldwin. Motion carries 6-0
OTHER BUSINESS
Alderman Tichy asked if the right of ways on the Baptist loop rd. had been determined. Mayor Tichy stated they had been, and the right of ways will be maintained by the village.

Motion made to adjourn Alderman Crouse, seconded by Alderman Tichy. Motion carried 6-0
